Skill Level:

Materials:
~125 yards of dk weight yarn
I used Debbie Macomber Blossom Street Collection Rosebud to achieve the listed gauge and measurements.
3.50mm crochet hook
3.75mm crochet hook
stitch marker
yarn needle

Gauge:
4 rows by 5 stitches = 1 inch by 1 inch in rounds of half double crochet ribbing

Finished Measurements:
bottom 7 inches around, top 9 inches around - by 4.5 inches high

stretches to:
bottom 9 inches around, top 11 inches around

Pattern Notes:
This cuff pattern is seamless and is worked in rounds from the bottom up.

Modified Foundation Half Double Crochet:
Note: I modified the stitch because I wanted the elasticity without adding bulk and height. This way it's more suitable for the edging used in this pattern.

Stitch: yarn over, insert your hook into the loop farthest from your hook, yarn over, draw up a loop, yarn over, draw yarn through all three loops on hook.

Shell Stitch:
6dc in indicated stitch
Body

Mark the beginning of each round.

Round 1 
Right Side
Using the 3.50mm hook, ch2, sc into second chain from hook (when looking at your work, your working yarn should slide back and forth through the two loops of the previous stitch)
Make 29 mod fdn hdc stitches, do not fasten off 
(30 stitches)

Round 2
Note: With the right side facing you and being careful not to twist your work, continue to work around. The top loops of the stitches of Round 1 should be on top and will be pushed forward as you work. Your working yarn will be coming from the bottom of your work, before you begin you will need to hold it up behind your hook. 

Switching to the 3.75mm hook, make one bp hdc in the first foundation sc (be sure to go around the post only - not both the post and the beginning chains), make one hdc rs in each mod fdn hdc around.
(30 stitches)

Rounds 3-6
One hdc rs in each stitch around
(30 stitches each round)

Round 7
*One hdc rs in next 9 stitches, 2 hdc rs in next st* repeat as between ** around (33 stitches)

Round 8 
One hdc rs in each stitch around (33 stitches)

Round 9
*One hdc rs in next 10 stitches, 2 hdc rs in next st* repeat as between ** around (36 stitches)

Round 10
One hdc rs in each stitch around (36 stitches)

Round 11
*One hdc rs in next 5 stitches, 2 hdc rs in next st, one hdc rs in next 2 stitches, 2 hdc rs in next st* repeat as between ** around (44 stitches)

Rounds 12-13
One hdc rs in each stitch around (44 stitches each round)

Round 14
One hdc rs in the next 5 stitches. do not fasten off.
These extra stitches are made so that the top and bottom edges line up.

Edgings

Note: The stitches for the edgings are made into the same loop of the indicated stitch as if making the half double crochet ribbing. 

Round 14 continued (Upper Edging)

Switching back to the 3.25mm hook, *ss, sk1, shell stitch, sk1* repeat as between ** around (11 shells smade) fasten off and secure yarn behind first slip stitch, weave in end.

Bottom Edging

Still using the 3.25 hook, with the bottom up and the right side facing you, attach the yarn to the bottom loop of the first stitch of Round 1, shell stitch (count 30 stitches back to make sure you are making your stitch in the right loop), sk1, *ss, sk1, shell stitch, sk1*, repeat as between ** to the last stitch, ss, shell stitch in the first stitch in which you attached the yarn, (8 shells made) fasten off and secure yarn behind first slip stitch, weave in end.
